Transformation in a time of COVID. During the pandemic, Con- nor’s office quickly and efficiently equipped thousands of frontline responders with the technology they needed, ensured connectivity and security for CDC’s employees as they moved to 100% telework, and devel- oped new IT tools and services, often in less than 24 hours. She boosted capabilities to block a surge in mali- cious attacks and helped ensure that 14.5 million worldwide users of CDC’s website retained access to timely, credible information. Her work also enabled the distribution of millions of vaccine doses nationwide. Her fore- sight and leadership improved CDC’s response to an unprecedented crisis and will serve as a foundation for the future.
Shila Cooch

IT modernization enabler. Cooch leads a vast array of federal IT policy initiatives, which requires an acute understanding of agency require- ments and needs. In 2020, she helped establish Quality Service Management Offices at four federal agencies to provide services that align with the government’s cross-agency priority goals. Those services play a vital role in shaping modern government IT, instituting rigorous standards, improv- ing service delivery and performance,
enhancing customer satisfaction, and reducing costs. Through her tireless efforts and management acumen, Cooch has guaranteed the success of current and future IT modernization initiatives.
Matthew T. Cornelius

Alliance for Digital Innovation
Laying the groundwork for better government. The Alliance for Digital Innovation’s membership has grown by an impressive 50% since Cornelius joined the organization at the end of 2019 as its first full-time executive director. In that time, he ramped up communications between members and government officials — despite the difficulties posed by the pandem- ic — while providing valuable and actionable information for decision- makers. Under his leadership, the alliance produced a list of 10 priori- ties for the Biden administration and Congress, which is effectively a call to action for critical changes in policy and law to ensure that agencies can build the next generation of digital services.

Battling opioid addiction with data. Costantino developed the joint DOD and Department of Veterans Affairs opioid registry and Naloxone tool to help clinicians address opioid
misuse among active-duty service members and veterans while also maintaining effective pain manage- ment practices. In 2020, he led the registry’s enhancement with a solu- tion that automatically flags and validates patient risk scores, evalu- ates the effectiveness of opioid safety programs and shares relevant data, including medication history and opioid risk profiles for patients tran- sitioning from active-duty to retired status. His planning, leadership and problem-solving skills maintained the methodology and integrity of the tools and helped improve pharmaceutical care through the use of health IT data.

Social Security Advisory Board
Making modernization happen.
The Social Security Advisory Board established an IT Systems Expert Panel in 2019 to provide guidance on the Social Security Administration’s multi-year, $700 million IT moderniza- tion plan. Crawford provided essential staff support and often went above and beyond by finding new experts interested in speaking with the panel as part of its review. She also stepped in when the chairman was ill to pre- pare an initial draft of the group’s final report. Panel members were unani- mous in their praise for Crawford and said the report and its positive impact on SSA’s modernization initiative would not have been possible without her.
