The bounty hunter. Dewan has demonstrated outstanding leadership on crowdsourced security programs for DOD systems. He is the policy and project lead for the expansion of the Vulnerability Disclosure Program, which taps the knowledge and skills of ethical hackers to identify and report vulnerabilities in DOD’s infor- mation systems. In 2020, he oversaw the successful completion of four bug bounties on DOD systems and appli- cations with the help of hundreds of U.S. and international researchers under DDS’ Hack the Pentagon pro- gram. He also managed a security and vulnerability assessment of the indus- trial control systems and building management systems that are of criti- cal importance to national security.

Translator from the Valley. Dimina maintains an ongoing dialogue with Splunk’s government customers about using data to solve their biggest chal- lenges. That understanding was criti- cal to the company’s ability to pivot to support agencies during the pandem- ic. Dimina helped rapidly develop and deploy Splunk Remote Work Insights as a free tool to support the safe, effective transformation of agency operations online by provisioning IT capacity, comprehensively monitoring
infrastructure and securing the new attack surface. In addition, he was instrumental in Splunk’s decision to join the Alliance for Digital Innova- tion, and he is the executive sponsor of the company’s resource group for Indigenous employees.
Brian Drake

AI advocate. Drake has been a thought leader inside DIA and across the intelligence community, commu- nicating the value and impact of AI on the military intelligence mission. He wrote DIA’s AI Strategic Framework, a roadmap for the agency’s invest- ments for the next five to 10 years.
He has focused on issues such as how to store data, make AI discover- able and explainable, and develop analytical and operational tradecraft from a data science perspective. By using flexible contract vehicles, he has widened competition pools for AI procurements, increased the quality of submissions, decreased the cost of services and introduced new innova- tions to DIA.
Siobhan Dullea

Fostering solutions. Dullea leads the nonprofit, zero-equity startup accelerator MassChallenge, which fosters a global network for inno- vators working to solve massive challenges. She has helped fast-track nontraditional dual-use (commercial
and federal) ventures through the federal acquisition process by iden- tifying startups with the potential to drive novel solutions, processes and technologies. Under her leadership, the organization removed traditional barriers so that early-stage startups could connect to defense, public safe- ty and health care communities last year. Dullea has been instrumental
in ensuring that MassChallenge plays a vital role in bringing innovative technology solutions to the federal government and strengthening local and global innovation economies.
Matt Eanes

Shaping bold and visionary reforms. In 2020, Eanes made great strides on high-level policy reforms that will fundamentally change how the government establishes and main- tains trust in its workforce. He played a critical role in creating the intellec- tual framework for Trusted Workforce 2.0, an effort to overhaul the security clearance process. He also led the development of two governmentwide policies that define the vision for ongoing reforms: a National Security Presidential Memorandum on the topic and the Federal Personnel Vet- ting Core Doctrine, which provides the vision and principles that will guide reforms. Those efforts will have an impact throughout the executive branch for decades to come.
