Tina Kang
Senior Director, Federal Civilian Business
Brillient Corp.
Radically rapid response. Kang
led Brillient’s response to a call
from the Small Business Administra- tion for help in providing Economic Injury Disaster Loans to businesses that were harmed by the COVID-19 pandemic. To meet the demand, SBA asked Brillient to add 500 loan proces- sors in one week. Kang immediately launched an “all hands on deck” effort to source, interview and qualify over 1,000 candidates in one week and another 1,000 the following week. As a result, Brillient added about 500 loan processing professionals, which Kang organized into mini-teams that operate in a flat, decentralized model so each can optimize the performance and quality of its work. She is now a senior director at Seneca Holdings.
Nazzic Keene
CEO
Science Applications International Corp.
Digital diversity. In 2020, Keene empowered SAIC teams to deliver dig- ital transformation to federal custom- ers so they could operate remotely. She also prioritized inclusion as a vital component of corporate cul- ture. Because of her commitment to increasing minority representation at all levels to at least 30% in the next five years, SAIC now collaborates with historically black colleges and universities and minority-focused professional organizations to ensure
a more diverse applicant pool, among
other efforts. In addition, Keene expanded the company’s success in the federal IT market, which resulted in SAIC being named to the Fortune 500 for the first time since its spinoff in 2013.
Kamran Khaliq
Senior Cyber Advisor, Office of the CIO
Department of Health and Human Services
Powering HHS Protect. Within five days of receiving a request from the White House, Khaliq spearheaded
the launch of the HHS Protect Public Data Hub to help government respond to the COVID-19 pandemic. The secure platform aggregates billions of data elements from over 200 sources into one robust ecosystem to identify trends and mobilize efforts. The White House used the data to collaborate on steps, rules and protections, and all publicly reported data from the Cen- ters for Disease Control and Preven- tion came from HHS Protect. Thanks to Khaliq’s leadership, the hub was
a linchpin in driving policy and bet- ter health outcomes at every level of government.
Donna Klecka
Vice President, Defense Division, Information and Technology Solutions Group
ASRC Federal
Next-gen national security. In 2020, Klecka led ASRC Federal’s teams
in providing support to researchers under the $1.2 billion NASA Advanced Computing Services contract. NACS
provides supercomputing resources for modeling and simulation projects related to next-generation aviation, Earth science, space exploration, cosmic events and vaccines. Klecka oversaw the implementation of a structured management process that includes reviews and milestones and resulted in a 30% growth in projects. She also led her team in the delivery of critical telecommunications ser- vices to the USNS Comfort and USNS Mercy when they deployed to New York and Los Angeles, respectively, during the pandemic so the ships could maintain streamlined mitigation and collaboration.
Frank Konieczny
CTO
Department of the Air Force
5G for the warfighter. During his decade-long tenure as Air Force CTO, Konieczny has steered the service’s adoption of any number of emerg- ing technologies. But in his final year of government service — he retired in January 2021 — 5G was front and center. From security considerations to a sharing/coexistence system pro- totype that enables dynamic spec- trum sharing between commercial
5G providers and high-power mili- tary radars, Konieczny drove the Air Force’s 5G efforts. The result is an IT foundation that will power augmented reality training for airmen, improve telemedicine in the field, and support next-generation command and control communications.
