Assessment adviser. For years, Graves was one of a handful of influ- ential policy experts pushing for the revival of an independent science
and technology assessment capabil- ity for Congress. In 2020, he worked with congressional staff and the Government Accountability Office
on the launch of GAO’s new Science, Technology Assessment and Analyt- ics team. Graves has brought together hundreds of technology leaders from industry, academia and the nonprofit sector who meet regularly to provide a strong information resource to GAO. Through research and advocacy, he continues working to build Congress’ ability to develop strong science and technology policy.
Roger Greenwell

Security sultan. During the pan- demic, Greenwell responded to the exponential growth in telework by coordinating with system owners, often through the night, to increase capabilities for employees. He was an early advocate for deploying the Com- mercial Virtual Remote environment for over 1.1 million DOD personnel, the largest Microsoft Teams deploy- ment in the world. He provided expert security oversight and used innovative approaches to reducing risk through- out the aggressive 30-day deploy- ment. After CVR’s success, he sought
to modernize DOD’s use of cloud, in part by employing a model that allows for rapid assessment of new services while leveraging commercial capabili- ties and adhering to DOD’s security requirements.
James Gregory

Scaling RPA at GSA. Gregory manages one of the largest robotic automation programs in the federal government. In 2020, he boosted the productivity of the agency’s automa- tion factory and more than doubled the number of active automations
to 70. He also led adoption of RPA
in every major office and business line at GSA. In response to the pan- demic, he and his team quickly built and deployed a tool to help leaders maintain situational awareness of employees’ locations for safety and contact tracing. In addition, he has worked with agencies across the federal government to reshape how RPA is viewed and ensure its strategic adoption.

Tech connector. Hager led the Emerging Technology Community of Interest at ACT-IAC and explored a variety of topics by holding forums on technologies such as the internet of things, blockchain and artificial intelli- gence. He is also believed to have led the first forum about quantum com-
puting in government. His goal is to raise government and industry aware- ness of the benefits of these technolo- gies as well as the risks so that they can make informed decisions. He also plays a leadership role at the Asso- ciation of Government Accountants, where he has spearheaded efforts to bring emerging technologies to the government’s financial management community.
Lt. Gen. Tim Haugh

U.S. Air Force
Cyber architect. Under Haugh’s leadership, the 16th Air Force (Air Forces Cyber) hit full operational capability in 2020, amid a spike in cyberattacks spurred by the global pandemic. Haugh, who also serves as commander of Joint Force Head- quarters-Cyber under U.S. Cyber Command, led the integration of the Air Force’s and Space Force’s intel- ligence, surveillance, reconnaissance, and cyber, electronic and information warfare operations. Thanks to his sin- gular ability to manage the large orga- nizational and cultural shifts involved in that effort, the Air Force has solidi- fied its capabilities in an increasingly digital battlefield.
