DOD has long guarded the increasingly crowded spectrum it uses for weap- ons systems and electronic warfare, so making room for next-generation commercial services requires com- munications skills in both the visible and invisible ranges. Williams, who oversees DOD’s $4.3 billion spectrum relocation program, has built part- nerships across DOD and with other agencies, Congress and global allies to ensure that the nation’s spectrum resources support economic growth — think internet of things and 5G — and national security. His policy, nego- tiation, technical and diplomatic skills are crucial to helping DOD maximize spectrum effectiveness and efficiency.

Strengthening non-citizen engagement. Winship leads efforts to improve the customer experience for people seeking immigration services. In 2019, she and her team moved some of DHS’ most frequently used services online so that applicants
can more easily access applications for green cards, relief assistance
and other benefits. She also helped establish an online framework that enables asylum seekers to track their
cases as they progress through the U.S. immigration system. Applicants can now access information in real time, and immigration officials no longer need to process and manage millions of hard-copy forms.

SEWP’s master chef. For years, Woytek has been the visionary behind the complex mix of products and services in NASA’s popular SEWP governmentwide acquisition con- tract. In 2019, she added another ingredient: Agency Catalogs that allow contracting officers to establish dedicated, pre-competed ordering vehicles populated with products and services specific to their needs. The catalogs offer speed and flexibility, and the built-in competition drives down prices with each buy. Thanks to her efforts, administrative costs have been reduced by as much as 75%, and SEWP now has the federal govern- ment’s first Point-Click-Buy acquisi- tion platform.

Telecom transformer. Young led CenturyLink’s transformation from
a traditional telecommunications company to a full-service technology provider. He moved quickly to implement the IT and security systems
that resulted in CenturyLink being the first provider to receive an authority to operate from the General Services Administration under the $15 billion Enterprise Infrastructure Solutions program. His team also won the first task order from NASA to transition from Networx to EIS, landed a contract to provide secure cloud connectivity for the Census Bureau and won a large IT modernization task order from the Social Security Administration.

Platform power. Zawatsky led the effort to retire the long-standing FedBizOpps system for contract opportunities and merge its functionalities into the new beta.SAM. gov to make it easier for users to monitor procurement opportunities and participate in the federal acquisition process. She worked with customer agencies and hundreds of focus group members to improve
the customer experience, reduce
the burden for federal workers and streamline activities for those who
do business with the government. The migration of FedBizOpps has had its hiccups but was another critical step toward GSA’s goal of simplifying the government buying and selling process.
