The fixer. When Osborn was in the Marine Corps, he designed an inno- vative way to camouflage artillery weapons. Deployable in 30 seconds, his system of flexible nets is still
used by the Marines. Today Osborn continues to combine ingenuity and flexible systems — including artificial intelligence, machine learning, auto- mation and cloud computing — to help government agencies transform workflows and become more agile. As a result, agencies have moved away from expensive and inefficient application-centric approaches and become more productive and efficient while reducing costs and providing better services. In Osborn’s words: “I see problems and apply resources to solve them.”
Mamatha Pancholi

Data champion. Although Pancholi’s title is relatively new, she has acted in the CDO capacity for years. She has helped HHS leverage data assets to develop quality measures, reports, and free and open-source software platforms, providing hospital- and population-based health analytics on patient safety and primary care. The data and tools she helped create are being used by state agencies, health plans, provider systems and software vendors to improve the health care
industry. In 2019, she launched com- petitions to further the use of AHRQ data products, advanced the priori- ties of the office of the HHS CTO and reshaped how AHRQ thinks about the value of its data assets.
Dennis Papula

Digital dynamo. In less than two years, Papula has transformed HHS’ Program Support Center, one of
the largest shared-services centers in the federal government. When
he arrived, PSC was a collection of disjointed programs. He envisioned a technologically advanced organization and created a coalition of change agents to modernize, integrate and move operations into the cloud. Under his leadership, PSC has adopted a unified portal serving
more than 10,000 employees and contractors, begun using robotic process automation, reduced the
time for onboarding new employees by 70 percent, established an enterprisewide cybersecurity program and reduced Domain Name System vulnerabilities by 68 percent.

U.S. Navy
The Navy: Now in 3D. Parker oversaw the command’s HACKtheMACHINE competition to bring in outside technologists to
develop new and innovative ideas related to data science and 3D printing. Under his guidance, the contest identified three distinct cyber vulnerabilities in maritime electronic systems and weaknesses in products made by 3D print manufacturers. Participants also developed new ways to scan and share maintenance data on the Navy’s F/A-18 jet. The competition’s additive manufacturing track was a first for the Navy and could eventually enable sailors at sea to document a damaged component, send the information to designers and get a blueprint for printing a replacement part.

The silo buster. For all the progress of recent years, government’s internal barriers to innovation are often still deeply rooted and remarkably numer- ous. That makes Patel’s accomplish- ments all the more impressive. In 2019, she developed and led training sessions on innovative acquisitions and emerging technologies for over 350 Defense Department and Intelli- gence Community general officers and other government leaders. As a direct result of her efforts, more than 100 minimum viable products are active in DOD today. Patel built and continues to support a cross-government com- munity that is working to leverage private-sector practices and products to solve their organizations’ toughest challenges.
