Growing the next generation. As industry chair of ACT-IAC’s Partners Program, Miller helped spearhead a professional development curriculum that pairs up promising young lead- ers from government and industry. The group formed teams to develop solutions for specific agency tech- nology challenges. “National Trea- sures in a 5G World,” for example, explored modernization challenges faced by industry and government in the rapidly evolving 5G landscape. Other teams came up with ideas for growing the Solutions for Enterprise- Wide Procurement contract at NASA and building a culture of innovation
at the Small Business Administra- tion. Throughout the process, Miller inspired bold thinking, fresh ideas and enhanced collaboration with these future leaders.
Bill Monet

A champion for the Inupiat. Monet doesn’t report to the typical share- holders. Instead, he answers to the 14,300 Inupiat owners of the NANA Alaska Native corporation. At Akima, the holding company for NANA’s fed- eral group, dividends have grown by 153 percent since 2014, and in 2019, Monet spearheaded several initiatives that grew dividends by 41 percent. His personal interest in the Inupiat also led him to champion the inclusion
of native populations in discussions of Arctic issues related to infrastruc- ture and national security through two symposia: “The Arctic and U.S. National Security” and “Impacts of an Ice-Diminishing Arctic on Naval and Maritime Operations.”

API guy. Myklegard’s approach to creating application programming interfaces to tie together legacy sys- tems and achieve mission goals at the VA has gone public in a signifi- cant way. Project Lighthouse allows approved developers to build applica- tions based on the VA’s health data. In 2019, the effort scored a big win when Apple began offering veterans the ability to access and incorporate their VA health records and informa- tion into the Health app for iPhone. Myklegard’s leadership has kicked off a cultural shift at the VA, where many are now looking for ways to use APIs in their program areas.

U.S. Cyber Command
Heavy is the head that wears two crowns. Under Nakasone’s lead- ership, U.S. Cyber Command has leveraged its new authorities under National Security Presidential Memo- randa 13 to undertake offensive cyber actions against adversaries such as
Russia and Iran, while NSA has estab- lished a new Cybersecurity Director- ate. Both organizations have become critical cogs in the nation’s security strategy at a time when intelligence agencies have warned that multiple countries may be seeking to inter- fere in the 2020 elections. Nakasone’s voice will also be greatly influential
as the Defense Department decides whether to split the dual-hat arrange- ment for leadership of NSA and Cyber Command.
John B. O’Grady

Department of Health and Human Services
Accomplished oversight. O’Grady led a large-scale initiative to modern- ize legacy applications that track and analyze data for the OIG’s investiga- tions. His team used agile develop- ment, DevOps, lean management and a heavy investment in cloud services, automation and user-centric develop- ment to deliver systems that track everything from adverse events in hospitals to unaccompanied immi- grant children in HHS custody and complaints from the agency’s hot- line. For HHS staff, his team built a tracker for congressional requests, a knowledge base of legal advice and a service desk portal. Thanks in part to O’Grady’s work, the OIG expected to recover $5.9 billion — or $6 for every taxpayer.
