Note: All Federal 100 and Eagle judges participate in a personal capacity, and the judging takes place outside normal business hours. Their participation and selections in no way represent official endorsements by their organizations.
Eagle judges
From each year’s Federal 100 winners, a separate slate of judges selects two Eagles — the most distinguished government and private-sector individuals among those 100 top talents. Once an individual has won
an Eagle, he or she is retired from future consideration for Federal 100 awards. Former Eagle winners and other long-standing community leaders serve as judges for the program.
Alan Balutis

A seven-time Federal 100 winner, Balutis spent 28 years in government service before moving to the private sector. He
was the Commerce Department’s first CIO and a founding member of the federal CIO Council. He is a former leader of the organization now known as ACT-IAC, a National Academy of Public Administration fellow and a mentor to countless leaders in both government and industry.

A career public servant and acquisition expert who has held
a wide range of IT leadership roles at the General Services Administration, Davie shifted to NASA in January to drive organizational changes. She is also deeply involved in the broader federal IT community, having served as president of the American Council forTechnology and a member of the ACT-IAC Executive Committee. Davie has been a Federal 100 winner four times.

Evans was the federal CIO before the job carried that title when she capped a 28-year government career by serving as admin- istrator of e-government and IT during the George W. Bush administration. After several years in the private and not-for-profit sectors, she returned to government service from late 2018 until February 2020. She is a two-time Federal 100 winner.
Mark Forman

Eagle Award for Government 2002
Forman has more than 30 years of public-sector experience, with leadership roles in both government and the contractor community. He was the federal government’s first administrator of e-government and IT, serving in the role from 2001 to 2003. Forman is a two-time Federal 100 winner, having won in both industry and government capacities.

Before joining MITRE in 2018, Power spent 16 years as director of IT management issues at the Government Accountability Office. A three-time Federal 100 award winner in that role, he earned a reputation for working with agencies to fix the problems GAO identified and was a vocal advocate for the Federal IT Acquisition Reform Act.
David M. Wennergren

Wennergren has served as chairman of Federal 100 judging several times. He moved to the private sector in 2013 and now leads ACT-IAC, the nonprofit public/private partnership dedicated to advancing the business of government through the application of technology. His long career at the Defense Department includes serving as deputy CIO and as the Department of the Navy’s CIO. A three-time Federal 100 winner, he is also a past vice chairman of the federal CIO Council.
