Federal 100 Judges
FCW receives hundreds of nominations for the Federal 100, and an independent panel of judges reviews every one to identify the most worthy winners each year.The experts,
almost all of them past winners themselves, are the Federal 100’s “secret sauce,” and FCW is grateful for their time and expertise.This year’s panel is profiled below.
Craig Abod
President
Carahsoft Technology Corp.
As founder and president of Carahsoft, Abod has created
an ecosystem of more than 3,000 active channel partners to deliver technology solutions to the public-sector market. Before launching Carahsoft, Abod spent 10 years as president of DLT Solutions. He was a Federal 100 award winner in 2012.
Allison Brigati
Deputy Administrator
General Services Administration
Brigati began her GSA service in 2017 and moved into the deputy administrator role in early 2018. Prior to joining GSA, she was general counsel and director of strategic initiatives at the National Academy of Public Administration and also held leadership roles at the World Bank and Republican National Committee.
Daniel J. Chenok
Executive Director
IBM Center for the Business of Government
At IBM, Chenok combines
his deep knowledge of how government works with his business experience in the private sector. He started his career in government as branch chief for information policy
and technology at the Office of Management and Budget and moved to the private sector
in 2003. A three-time Federal 100 award winner, Chenok was FCW’s industry Eagle award winner in 2016.
Margie Graves
Former Federal Deputy CIO
Office of Management and Budget
Graves joined OMB on a temporary detail in 2016 after having served as an executive at the Department of Home- land Security almost since that agency’s creation. She assumed the federal deputy CIO role in early 2017 and served as act- ing federal CIO for most of last year. Graves was DHS’ deputy CIO for six years and acting CIO for that agency as well. A two- time Federal 100 winner and FCW’s 2019 government Eagle award winner, Graves retired from government service at the end of 2019.
Meagan Metzger

Metzger is the founder and CEO of Dcode, a privately owned company focused on bringing new companies and new technologies to government
to address agencies’ critical challenges. With 96 companies having completed its federal go-to-market program,
Dcode has driven more
than 200 active emerging technology implementations in government. Prior to launching Dcode, Metzger held C-level roles at two fast-growing government-facing firms and supported Defense Department and civilian agencies on large- scale IT acquisition programs. She was a Federal 100 award winner in 2018.
Essye Miller
Principal Deputy CIO
Defense Department
A career member of the Senior Executive Service, Miller has been in her current role since mid-2018. Previously, she served as the department’s deputy CIO for cybersecurity and senior information security officer, and she was DOD’s acting CIO from December 2017 through May 2018. She has held a number of other
IT leadership roles, including director of cybersecurity for the Army CIO/G-6 and director of information management and CIO for Headquarters Air Force. Miller was a Federal 100 award winner in 2017.
Venkatapathi “PV” Puvvada
President
Unisys Federal Systems
Puvvada oversees federal government operations at Unisys, where he has served in a variety of leadership roles since 1992. A four-time Federal 100 award winner, Puvvada
is actively involved with the Professional Services Council, where he was board chairman from 2018 to 2019 and currently serves on the executive committee, and the Industry Advisory Council, which he chaired in 2007 and 2008. He was FCW’s industry Eagle award winner in 2015.
Ron Ross
Fellow
National Institute of Standards and Technology
Ross leads the Federal Information Security Modernization Act Implementation Project and has been a driving force for the federal government’s Cybersecurity and Risk Management frameworks. He previously served as director of the National Information Assurance Partnership, a
joint activity of NIST and the National Security Agency, and supports the State Department in the international outreach program for cybersecurity
and critical infrastructure protection. Ross is a five-time Federal 100 winner.
David M. Wennergren
CEO
ACT-IAC
Wennergren, who won FCW’s government Eagle award in 2007, has served as chairman of Federal 100 judging several times. He moved to the private sector in 2013 and now leads ACT-IAC, the nonprofit public/ private partnership dedicated to advancing the business
of government through the application of technology. His long career at the Defense Department includes serving
as deputy CIO and as the Department of the Navy’s CIO. A three-time Federal 100 winner, he is also a past vice chairman of the federal CIO Council.
