2019 FEDERAL 100
Eagle Judges
From each year’s Federal 100 winners, a separate slate of judges selects two Eagles — the most distinguished government and private-sector individuals among those 100 top talents. Once an individual has won an Eagle, he or she is retired from future consideration for Federal 100 awards. Former Eagle winners serve as judges for the program.
Daniel J. Chenok

Eagle Award for Industry 2016
At IBM, Chenok combines his deep knowl- edge of how government works with his business experience in the private sector. He started his career in government as branch chief for information policy and technology at the Office of Management and Budget and moved to the private sec- tor in 2003. Chenok is a three-time Federal 100 winner.
Mary Davie

Eagle Award for Government 2016
A career public servant and acquisition expert who has held a wide range of IT leadership roles at GSA, Davie permanent- ly assumed the FAS deputy commissioner role in late 2017 after serving in an acting capacity for several months. She is also deeply involved in the broader federal IT community, having served as president of the American Council forTechnology and a member of the ACT-IAC Executive Commit- tee. Davie has been a Federal 100 winner four times.
Tom Davis

Eagle Award for Government 2001
Davis served in Congress for 14 years, rep- resenting the 11th Congressional District of Virginia. He was a chief author of the Fed- eral Information Security Management Act and chairman of the House Oversight and Government Reform Committee from 2003 to 2007. Prior to joining Holland and Knight, Davis spent several years as a managing director at Deloitte. He won Federal 100 awards in 1997 and 2001.
Karen Evans

Eagle Award for Government 2004
A two-time Federal 100 winner, Evans was the federal CIO before the job carried that title when she capped a 28-year govern- ment career by serving as administrator
of e-government and IT during the George W. Bush administration. Then, after several years in the private and not-for-profit sec- tors, she returned to government service in late 2018.
Donna Morea

Eagle Award for Industry 2008
Morea is a nationally recognized executive in IT professional services management. From 2004 until her retirement in 2011, she was president of CGI Technology and Solu- tions Inc., where she led the company’s IT and business process services in the U.S. and India for financial services, health care and telecommunications enterprises as well as the public sector. Morea won Fed- eral 100 awards in 2005 and 2008.
