Judges
FCW receives hundreds of nominations for the Federal 100, and an independent panel of judges reviews every one to identify the most worthy winners each year.The experts,
almost all of them past winners themselves, are the Federal 100’s “secret sauce,” and FCW is grateful for their time and expertise.This year’s panel is profiled below.
Craig Abod
President
Carahsoft Technology Corp.
As founder and president of Carahsoft, Abod has created an ecosystem of more than 3,000 active channel partners to deliver technology solutions to the public-sector market. Before launching Carahsoft, Abod spent 10 years as presi- dent of DLT Solutions. He was a Federal 100 award winner in 2012.
Daniel J. Chenok
Executive Director
IBM Center for the Business of Government
At IBM, Chenok combines his deep knowledge of how gov- ernment works with his busi- ness experience in the private sector. He started his career in government as branch chief for information policy and technol- ogy at the Office of Manage- ment and Budget and moved to the private sector in 2003. A three-time Federal 100 award winner, Chenok was FCW’s industry Eagle award winner
in 2016.
Donna Dodson
Chief Cybersecurity Advisor
National Institute of Standards and Technology
Dodson has been with NIST since 1987 and now serves as the primary technical and man- agement advisor for cyberse- curity for NIST and the broader Commerce Department. A 2011 Federal 100 award winner, she also directs the National Cyber- security Center of Excellence
and works across the govern- ment to promote improved cybersecurity.
Suzette Kent
Federal CIO
Office of Management and Budget
A relative newcomer to the federal IT community, Kent
has spent most of her career leading large-scale business transformations in the private sector, with a particular empha- sis on technology and the workforce. She most recently served as a principal at EY and has been a partner at Accen- ture, consulting president at Carreker Corp. and a manag- ing director at JPMorgan. She has served as federal CIO since January 2018.
Essye Miller
Principal Deputy CIO
Department of Defense
A career member of the Senior Executive Service, Miller has been in her current role since mid-2018. Previously, she served as the department’s deputy CIO for cybersecurity and senior information security officer, and she was DOD’s acting CIO from December 2017 through May 2018. She has held a number of other
IT leadership roles, including director of cybersecurity for the Army CIO/G-6 and director of information management and CIO for Headquarters Air Force. Miller was a Federal 100 award winner in 2017.
Dave Powner
Director, Strategic Engagement and Partnerships MITRE Corp.
Before joining MITRE in 2018, Power spent 16 years as direc- tor of IT management issues at the Government Accountability Office. A three-time Federal 100 award winner in that role, he earned a reputation for working with agencies to fix the prob- lems GAO identified and was
a vocal advocate for the Fed- eral IT Acquisition Reform Act. Powner was FCW’s government Eagle award winner in 2017.
Donna Roy
Executive Director, Information Sharing and Services Office, and Interim Chief Data Officer Department of Homeland Security
A longtime DHS executive, Roy is a national leader in informa- tion sharing, data management and enterprise IT service deliv- ery. She has also worked with the U.S. Geological Survey and in the private sector, and she began her career serving in the U.S. Marine Corps. Roy won Federal 100 awards in 2009 and 2012.
Alan Thomas
Commissioner, Federal Acquisition Service
General Services Administration
As head of FAS, Thomas over- sees the delivery of more than $50 billion worth of products, services and solutions to federal agencies and other government organizations.
Before his 2017 appointment, he helped lead a range of government contracting firms and earlier in his career served in the Defense Department and as a Presidential Management Fellow. He was also part of the consulting team that helped create FAS through the merger of the Federal Supply Service and the FederalTechnology Service.
David M. Wennergren
Managing Director
Deloitte Consulting
Wennergren, who won FCW’s government Eagle award in 2007, has served as chairman of Federal 100 judging several times. He moved to the private sector in 2013 and now focuses on IT modernization and trans- formation with a range of fed- eral customers. His long career at the Defense Department includes serving as deputy
CIO and as the Department of the Navy’s CIO. A three-time Federal 100 winner, he is also a past vice chairman of the fed- eral CIO Council.
