And because NetCents-2 was designed to support DOD’s Joint Vision 2020 goals, all five contracts have additional value for the other military services and Defense agencies.
To date, the NetCentric Products contract has produced the bulk of NetCents-2 awards. That’s partly because it has been up and running since November 2013 (only the Appli- cation Solutions Small Business contract has been online longer).
But the way orders are placed also plays a role. Instead of issuing a product catalog as many other acquisition vehicles do, NetCents-2 leaves it up to buyers to either specify what they want or describe what they need to accomplish. Then the bidders suggest products and services to meet those requirements.
The benefits of that approach are not limited to products;
buyers can find significant price breaks or other conces- sions at the end of a product year or cycle.
All the products available through NetCents-2 are related to networking in some way. And all are divided into catego- ries. The products consist of components and equipment that provide networking capability within buildings or con- nect buildings to base networks. Other products — such as desktops, laptops, printers and smartphones — are made available through other competitive commodity buys.
Also of note: Although lowest price technically acceptable criteria play a key role in NetCents-2’s efforts to drive down costs, buyers are not limited to that approach. A variety of task-order types are available, and each customer can decide whether the need for innovation or evolving requirements would argue against using LPTA. n
