Eagle judges
From each year’s Federal 100 winners, a separate group of judges selects two Eagles — the most distinguished government and private-sector individuals among those 100 top leaders. Once an individual has won
an Eagle, he or she is retired from future consideration for Federal 100 awards. Former Eagle winners and other long-standing community leaders serve as judges for the program.
Teresa Carlson

Eagle Award for Industry 2013
Carlson brings more than 25 years of busi- ness experience to bear in assessing the accomplishments of IT leaders. She joined Splunk in April after more than a decade building Amazon Web Services’ Worldwide Public Sector business. Carlson previously served as vice president of federal govern- ment business at Microsoft, where she won the first of her two Federal 100 awards in 2009.
Karen Evans

Eagle Award for Government 2004
Evans was the federal CIO before the job carried that title when she capped a 28-year government career by serving as admin- istrator of e-government and IT during the George W. Bush administration. After sev- eral years in the private and not-for-profit sectors, she returned to government ser- vice in 2018 — first as the Energy Depart- ment’s assistant secretary for cybersecurity, energy security and emergency response and then as the top IT executive at DHS. She is a two-time Federal 100 winner.
Suzette Kent

Kent served as federal CIO from early 2018 through July 2020, and in those 30 months, she addressed a tremendous range of
financial and technical challenges for agen- cies’ IT modernization efforts. She spent most of her career leading large-scale busi- ness transformations in the private sector, with a particular emphasis on technology and the workforce at EY, Accenture, Car- reker Corp. and JPMorgan. Kent was a 2020 Federal 100 winner.

Before joining MITRE in 2018, Power spent 16 years as director of IT management issues at the Government Accountability Office. A three-time Federal 100 award win- ner in that role, he earned a reputation for working with agencies to fix the problems GAO identified and was a vocal advocate for the Federal IT Acquisition Reform Act.

Puvvada, who was named CEO of Net- Impact Strategies in February, previously led Unisys Federal in one of several roles he held at the company during a tenure that lasted more than two decades. A four- time Federal 100 award winner, Puvvada
is actively involved with the Professional Services Council, where he was board chairman from 2018 to 2019 and currently serves on the executive committee, and the Industry Advisory Council, which he led in 2007 and 2008.
Toni Townes-Whitley

Microsoft
Eagle Award for Industry 2020
Townes-Whitley leads Microsoft’s U.S. sales strategy for driving digital transfor- mation for customers and partners in the public sector and regulated industries. She oversees a sales organization of more than 2,000 and annual business of roughly $11 billion. Before joining Microsoft, she was president of CGI Federal. She serves on the boards of the PNC Financial Services Group, the Thurgood Marshall College Fund and the Northern Virginia Technology Center.Townes-Whitley won her first Fed- eral 100 award in 2020.
David M. Wennergren

Eagle Award for Government 2007
Wennergren has served as chairman of Federal 100 judging several times. He moved to the private sector in 2013 and now leads ACT-IAC, the nonprofit public/ private partnership dedicated to advanc- ing the business of government through the application of technology. His long career at the Defense Department includes serving as DOD’s deputy CIO and the Department of the Navy’s CIO. A three-time Federal 100 winner, he is also a past vice chairman of the federal CIO Council.
