onboard privately owned systems on the fly. Waverley’s open-source speci- fication validates both the IDs, such as driver’s licenses, and the devices those IDs appear on.
“You can actually scan multiple credentials into your device with a little simple app, kind of like how you can do now [when electroni- cally depositing] bank checks,” said Juanita Koilpillai, founder and CEO of Waverley. She also compared the process to an ATM network in which banks have already agreed that the code on a credit or debit card is valid.
When first responders arrive on the scene of an incident, crisis man- agers can use a mobile device to scan responders’ credentials. Once those credentials have been validated, all responders have access to a common
operational picture and any relevant data in the systems of the agency that issued the call for help.
The software-defined perimeter Waverley has been developing ensures that networks can be established on the fly and remain hidden while running on public infrastructures such as a cloud or the internet.
“There are these tremendous advances in technology, including great increases in mobile broadband capacity,” Speicher said. “There’s this explosion of internet-of-things devices...there’s this evolution in enterprise data. [With] all that potential to enhance situational awareness, we need to ensure that there are the identity, credential and access management solutions available so that we can safely and securely share that information.”
Phase I of ICAM On-the-Fly focused
on developing proofs of concept, and Phase II, which lasts two years, involves testing minimum viable products. However, the coronavirus pandemic is affecting how that will play out.
“One of the biggest impacts on our research and development in the COVID situation is that our field experiments are scaled back,” Speicher said. Nevertheless, the plan is to ask first responders to create a scenario in which they can test the two companies’ solutions.
The third and final phase will focus on commercializing the products.
“You’ve got to have these funda- mental components in place so that everyone trusts the environment, trusts that the right person is getting that information for the appropriate reasons [and] it’s operationally rel- evant to them,” Speicher said. n
