When Shutt began redesigning GSA’s $32 billion Multiple Award Schedule program, 24 schedules existed with overlapping products and services, duplicative contract clauses and a complex structure. In less than two years, she distilled all that into a single schedule — developed itera- tively while incorporating feedback from customer agencies, GSA’s acqui- sition workforce and industry. Under her leadership, the legacy schedules were combined, aligned with GSA’s Category Management initiative and divided into subcategories and special item numbers. The new schedule was released in October 2019 in a format that makes it easier for contractors to offer products, services and solutions and for agencies to find them.
Gabriel L. Slater

Securing the supply chain. Slater advises DHS and CISA leadership, technical operators, policy advisers and program personnel on a wide range of cybersecurity matters. In 2019, he played a key role in the government’s efforts to implement the Federal Acquisition Supply Chain Security Act and helped draft regula- tions to address critical supply chain risks and increase the sharing of risk information. He also helped develop
new requirements for federal agencies to report cybersecurity incidents to CISA and is involved in establishing the legal and policy mechanisms for DHS and CISA to improve coordina- tion with the Defense Department on cybersecurity issues in defense of U.S. critical infrastructure.

Putting sharper eyes in the sky.
Smith conducted a holistic assess- ment of DOD’s airborne intelligence, surveillance and reconnaissance sensor capabilities and identified improvements that are enabling the broad sharing of data to the intel- ligence analysis and command and control communities. He guided
his teams through gathering mis-
sion requirements, establishing an architecture, identifying funding sources, and procuring and fielding the appropriate systems. As a result, the initiative is enabling intelligence analysts and DOD decision-makers
to quickly access an unprecedented array of AISR information. Smith kept the project moving forward by pro- ducing cogent arguments for meeting the warfighter’s need for this critical capability.
Paul Smith

Red Hat
Open, agile and secure. Smith has been a vocal and effective advocate for agencies’ adoption of hybrid cloud
computing platforms and DevSecOps to better power government mis- sions. Under his leadership, Red Hat is working with Raytheon to create
a DevSecOps solution that can be deployed in classified environments. And by adding the OpenShift Contain- er Platform to ORockCloud, Smith’s team can now offer agencies a fully managed, FedRAMP-compliant and continuously monitored platform- as-a-service solution. Among the many wins for Red Hat customers in 2019, a digital Puckboard application replaced a previously manual process and dramatically improved aircraft and pilot scheduling for the Marine Corps, Navy and Air Force.
Traci Smith

The art of diplomacy and negotiation. As the project manager for Labor’s enterprisewide shared- services project, Smith is responsible for analyzing and centralizing the work of 800 IT staff and over 200 applications across 26 agencies. To accomplish this task, she collaborated with the CIO’s office, senior leaders, IT practitioners and customers, labor unions and external stakeholders to analyze the current state, recommend a new structure, gain approval and begin the implementation process. Her colleagues say Smith has conquered countless roadblocks by finding alternatives and negotiating mutually beneficial workarounds. She also goes well beyond her day job to spread knowledge of shared services to other federal agencies.
