tin Information Systems and Global Solutions happen. He is equally adept at developing new models to help customers achieve their missions. In 2019, he led a team that deployed data science as a service for the Air Force’s F-16 aircraft, and he championed the company’s Special Mission Aircraft for airborne intelligence, surveillance and reconnaissance. He also helps oversee the Leidos Software Factories that tap into new sources of techni- cal talent — an essential way for the company to grow its staff during an industrywide human capital shortage.

Automation expertise. In 2019, Gex spearheaded multiple automation efforts. The Joint Reconciliation Pro- gram measures Army-wide goals and typically takes 10,350 hours annually. Thanks to Gex’s efforts, processing time on reports has been reduced by 93%, and more reports were generated in less time. She also led development of a bot that reduced the time it takes employees to analyze errors in the Army’s weekly financial reports from two hours down to five minutes, and errors are automatically flagged so managers can take action. She also created the DOD RPA Consortium so representatives from all the military branches can share insights and best practices.

Mr. All-Business. Harp led the migration of the Air Force Network’s 700,000 users to the cloud, saving mil- lions of dollars in technology refresh and end-of-life maintenance costs.
He also oversaw the consolidation
of three Air Force organizations into
the Cyberspace Capabilities Center, which aims to deliver higher-quality and more efficient IT services for the Air Force. Colleagues and industry partners describe Harp’s leadership style as no-nonsense and all-business but also cite him as a great sounding board. “He’s super sharp on having a 360-degree view on things,” said Lloyd Kreiser, a program manager at Qivliq Federal Group.

his team migrated 550,000 Defense Department users to Microsoft Office 365, an important step in DOD’s IT modernization efforts. They also used predictive analytics to help the IRS avoid $1.5 billion in fraudulent spend- ing and developed a tanker refueling app for the Air Force that is saving $214,000 in fuel costs daily.

Fog- arty leverages a different kind of pay- load, using the U.S. Army’s network to degrade adversaries’ capabilities and situational awareness. Under his direction, U.S. Army Cyber Command embedded cyber electromagnetic activities teams into every combat unit and service component across the Army.
