Cloud catalyst. Catanoso spear- heads the aggressive goal of mov-
ing over 350 applications to the VA Enterprise Cloud by 2024. In 2019, his office migrated many mission- critical systems from on-premises and external data centers, enhancing VA’s ability to serve veterans while significantly reducing costs. He tire- lessly advocated for coalitions across the VA that could build consensus on this massive cloud initiative, which required a paradigm shift in the way the OIT operates. Catanoso’s office has projected substantial cost avoid- ance after all systems have migrated. The results are more agile, scalable, secure and cost-effective services for veterans and significant progress for the agency on digital transformation and modernization.

Executive innovator. In his first year as director of Technology Transforma- tion Services, Cheriyan led a series of improvements to the organization that helps agencies make the most of digi- tal transformation and modernization. He restructured TTS, grew the Cen- ters of Excellence program, expanded the Presidential Innovation Fellows program to 41 participants working at 14 agencies, extended 18F’s services
to over 60 projects at 16 agencies, and led improvements in FedRAMP cycle times and cloud service provider authorizations with outreach pro- grams for small businesses, startups, agencies and Congress. In addition, he focused on improving Cloud.gov and Login.gov to enhance the public’s digital experience with government services.

Modernizing the mainframe. Chow is leading efforts to modernize HUD’s processes for the 21st century. Last year, he successfully migrated the Federal Housing Administration’s process for submitting mortgage insurance claims from a paper-based workflow to a Salesforce cloud envi- ronment, and he did it in six months. As a result, the turnaround time
for supplemental claims has been reduced from 17 months to mere days, which is also saving taxpay- ers some $10 million annually. Chow is working to repeat that success
for other processes, helping HUD to become one of the leading champi- ons of the President’s Management Agenda.

Widespread innovation. Coates’ efforts to revamp the State Depart- ment’s logistics management sys- tem have resulted in the creation
of myServices, a cloud-based portal that allows employees to request
and fulfill a wide range of services. Department officials can also provide help as needed in real time, vastly improving the employee experience. Through myServices, Foreign Service officers can request temporary visas for short-term overseas assignments, ask for help with moving to a new location and seek assistance with travel arrangements. “Coates’ decision to create myServices...was forward- thinking and enabled widespread innovation at the department,” one senior Foreign Service officer said.

Defender of records. The Library of Congress is the world’s largest library, Congress’ research arm and one of the nation’s oldest cultural institutions. For years, however, it has suffered from ineffective security controls and outdated technology. Conklin tackled those challenges by centralizing and reinvigorating IT security, enhanc-
ing digital capabilities, guaranteeing continuity of operations and making it easier for Americans to connect with the institution. She also bolstered
IT security monitoring, addressed vulnerabilities of legacy systems and created a layered risk management approach. Thanks to her leadership, the library’s IT systems are far more stable and better protected against future cyberthreats.
