shape meaningful dialogue about cybersecurity issues such as election security, information warfare, data management, 5G, the internet of things and artificial intelligence. She is also credited with helping
to create smaller, intimate events where speakers and attendees can collaborate on ideas in a more casual setting.
“I usually tell folks that Kailtlin is either cheerful or asleep,” George said. “She’s always in the background and listening.... She’s always trying to figure out how she can improve what the WCR is doing.”
Her work for the organization
is not the only thing on her plate. Bulavinetz is also a vice president
of the Northern Virginia chapter of Young AFCEANs and is set to serve as the group’s president next year. In addition, she helped the Small Business Development Consortium increase its revenue-generating opportunities and completed a master’s degree while holding a full- time job in the private sector.
Services Administration’s 10x program, Will Cahoe is keeping the team and other agencies working in unison.
The 10x program solicits and
funds ideas from federal employees across government to improve
citizen services through the use of technology. Selected projects receive support from GSA to ensure that they are successfully developed and can be shared or replicated in other agencies. One of Cahoe’s many jobs is to make sure all stakeholders are kept abreast of how projects are progressing and budgets are being spent.
He also developed several databases of past 10x projects to provide guidance to current teams and a new budget template system to help agencies better track their expenses and spending. His efforts have resulted in a more efficient use of funds because project teams are able to get up to speed more quickly.
To date, the 10x program has supported nearly 60 projects
that touch on everything from acquisitions and website development to cybersecurity and artificial intelligence. Cahoe’s colleagues praise his ability to identify areas of overlap and ensure close coordination between similar projects.
He has “created an environment that fosters easy collaboration between project teams,” 10x Senior Strategy Advisor Sarah Crane said.
GILBERTO CASTRO

While pursuing his master’s degree in technology management at Georgetown University, Gilberto Castro began working on a
project to synthesize a handful of cybersecurity metrics from the public and private sectors and customize them for industrial control systems and supervisory control and data acquisition systems.
“He wants to be involved in [solving] big problems,” said Maria Trujillo, a faculty director and associate professor at Georgetown.
Castro used preexisting tools
— including the Department
of Homeland Security’s Cyber Security Evaluation Tool, the National Institute of Standards
and Technology’s Cybersecurity Framework and the DREAD risk assessment model created by Microsoft — to develop a cumulative risk score that provides a repeatable methodology for more effectively assessing the cybersecurity of ICS and SCADA systems.
Presentations based on his research were accepted at events sponsored
by Sandia National Laboratories and George Mason University, and his findings have generated interest from
