Master of disaster. McCane coor- dinated all acquisition activities related to the government’s response to natural disasters in 2018 — a year that saw an exceptional number of wildfires, floods and other calamities nationwide. He helped state and local jurisdictions take on new acquisition roles during response and recovery and made sure first responders had access to the critical functions and tools they needed to accomplish their prevention, response and recovery missions. McCane also enhanced the FEMA Integration Teams program by bringing together more disciplines to improve the quality and timeliness of the agency’s procurement activities.

Mover and saver. Last year was rife with achievement for McCarthy and her team at TKC Global, an Akima subsidiary. They handled the larg- est Defense Department migration
of Microsoft Active Directory and Exchange to the cloud — an effort that will ultimately support 840,000 users and 1.9 million computing objects. So far, more than 550,000 users’ email accounts have been moved. Additionally, McCarthy led development of the Air Force Enter-
prise Service Desk, a virtual solution that saves the service 200,000 labor hours and millions of dollars annually by automatically resolving almost 40 percent of help tickets.
Raymond McCollum

Payee pal. McCollum was instru- mental in developing GSA’s NewPay contract to provide software-as-a- service solutions for payroll and work schedule and leave management across federal agencies. The contract covers over 2 million employees and is the largest shared-services contract the federal government has awarded. McCollum co-led a governmentwide team that worked with a long list of stakeholders inside and outside the government to craft the solutions. As part of his comprehensive contracting approach, he also instituted innova- tive pre- and post-award functions, including those related to audits and risk management.

Leading the robot takeover.
Although there is often a disconnect between agency CFO and CIO offices, USDA has achieved a rare harmony between the two, thanks to Moaney’s efforts. In the course of developing fiscal and acquisition policies for the agency, she has embraced emerging
technologies and used her leadership position to adopt robotic process automation in financial administra- tion. The use of RPA for rote tasks has led to efficiency gains and cost savings, plus improved audit results. Moaney’s work is laying the founda- tion for future technology adoption and savings at USDA.
Frederick D. Moorefield Jr.

Mr. Spectrum. Moorefield worked with the White House and the Com- merce Department to develop the first National Spectrum Strategy, which will help policymakers meet U.S. spectrum needs now and in
the future. It will also help align the government’s research, development, testing and evaluation efforts. In addition, he oversees DOD’s complex $4.3 billion spectrum relocation and spectrum access research and devel- opment efforts. And he serves on the Defense Science Board, where he is studying the implications of next- generation 5G wireless technology. His colleagues say his unique mix of technical and diplomatic skills makes him an invaluable leader at DOD and across the government.
