In addition, Harden led CGI’s presentations to
the Defense Department’s Section
809 Panel on how government and industry can streamline and improve the agency’s acquisition system, and he continues to give back to the com- munity as industry vice chairman for professional development at ACT-IAC.

Evidence-based policymaker. Evidence-based policymaking has gradually been gaining widespread acceptance, and Hart’s efforts helped the practice gain legal standing. He contributed to the report that framed the Foundations for Evidence-Based Policymaking Act, which was signed into law in early 2019. It ensures
that government data is published in machine-readable format so that it is easily searchable and usable, and it directs agencies to name chief data officers to oversee such efforts. Hart was a tireless advocate for the bill’s
passage within the halls of Congress and within the data community.

The cross-cutting innovator. Helf- enstein started a new business line at Booz Allen that addresses cross- agency issues highlighted in the President’s Management Agenda. In 2018, the unit delivered two solutions. District Defend, a centrally managed solution that can dynamically change mobile devices’ security protocols, combines radio-frequency identifi- cation and military-grade security
to create distinct physical locations with varying levels of access. The other solution is a cloud-native digital platform that supports Recreation. gov with 70 microservices, responsive design, secure DevOps and nation- wide synchronization to guarantee less than one hour of downtime per year.

Open sesame. Hollister is play-
ing a long game when it comes to open government data. The former congressional staffer and Securities and Exchange Commission attorney founded a trade group — the Data Coalition — to push agencies to publish open and extensible finan-
cial data. One early win, the Digital Accountability and Transparency Act, established spending information as open data. That set the stage for the Open, Public, Electronic and Neces- sary Government Data Act, which passed as a section of the Founda- tions for Evidence-Based Policymak- ing Act. Hollister said the law pro- vides a “broad, durable mandate” for open data as the default setting of the federal government.

The smarts behind cloud smart.
Hunt played a lead role in develop- ing the Federal Cloud Computing Strategy, known as “cloud smart.” He put engagement and collaboration between agencies and vendors at the forefront and helped identify the bar- riers the government faces in modern- izing its legacy IT. The resulting strat- egy — the government’s first major cloud policy update in seven years — addresses many of the concerns iden- tified by stakeholders and embraces iterative improvement. Hunt and his team have already released four major updates that are helping to remove barriers so that agencies can achieve greater savings while enhancing secu- rity and delivering faster services.
