Eaton is leading an effort to merge nine systems that are crucial for federal agencies and contractors alike into a single shop where anyone who makes, receives or manages federal contract awards can find the services they need. Her work to modernize and meld older systems, such as SAM.gov and FedBizOpps, into the Integrated Award Environ- ment will streamline transactions for millions of contractors. Her managers credit Eaton’s forward-looking focus on customer needs, her organizational skills and her command of complex processes for accelerating IAE’s development.

Data center consolidator. For years, DOE had fallen behind on the government’s Data Center Optimiza- tion Initiative. When Everett took over as CIO, he used the directive to reshape the department’s entire strat- egy. He collaborated with the national labs to inventory the department’s data centers and consolidate them into enterprisewide and high-
performance computing environ- ments. In 2018, DOE closed 94 of its 314 data centers, with another 20 set for closure by the end of 2020.
“Max’s basic approach was you have to give people a reason to close data centers,” said Gerard Hopkins, senior adviser to DOE’s CIO. “Otherwise, they’re going to stick around.”

of offices nationwide. Thanks to her efforts, the Marshals Service now
has reliable core network access, email conferencing, warrant tracking, prisoner management tools and other bedrock services. She is also pioneer- ing mobile access and cloud-based services to make the agency more cost-efficient while offering reliable, flexible services to users no matter where they are. Her mobility pro- gram, for instance, allows deputies to access key information anywhere and anytime, a critical function for officers who work in a high-stress environ- ment where time is of the essence.

The efficiency expert. So Air Force personnel could document aircraft maintenance in real time, George helped develop a mobile app that streamlines maintenance logging. The app allowed the service to reallocate 87,000-plus hours of work time, for
a cost avoidance of $2.9 million. He also instituted a portfolio manage- ment strategy that uses cloud hosting to consolidate IT systems, resulting in the closing of 39 systems and a sav- ings of $9 million that can be reinvest- ed. A colleague said George and his team “worked to deliver incremental capability to airmen, ensuring that the right data and infrastructure are in place.”

Digital Services Expert
U.S. Digital Service at Veterans Affairs
Appeals speedster. Congress added a hard deadline to a long-planned upgrade of the system that processes and tracks veterans’ benefit appeals via the Veterans Appeals Improve- ment and Modernization Act, which was signed into law in 2017. Given and his team of digital service experts had 18 months to build and field a modern system that gives veterans several new paths and timelines for adjudicating appeals, with the goal
of reducing the time to resolve such appeals from years to a matter of months. To design the user-centric system, Given traveled around the country to consult with claimants and other stakeholders.
