Health-first modernization. Connor launched an IT modernization plan to transform customer service, develop the workforce and strengthen secu- rity. In addition, her agile practices enabled CDC to deliver 12 new tools and technologies last year. Even the threat of natural disaster couldn’t dis- rupt Connor’s innovation. Days before Hurricane Florence made landfall,
she and her team developed a system to keep tabs on all CDC personnel stationed in and traveling to states affected by the storm. She and her team built and deployed the first ver- sion of the system in 24 hours — and Version 2.0 just 24 hours later.

Cook has long focused on IT modern- ization and the need for the govern- ment to buy better technology. That work reached a crescendo in 2018. However, Cook recognized that mod- ernization also requires workforce changes. He led the creation of a workforce symposium hosted by the Office of Management and Budget that brought together human resourc- es leaders to plan for the increasingly digital future of government work. “For him, it’s not a day job, a night
job, a volunteer job,” said Judy Doug- las, chair of ACT-IAC’s Institute for Innovation Advisory Board. “For Jim, this is who he is.”

In 2018, Cubba led the IBM Cloud Garage into the defense and intelligence arenas so those agencies could experience the same innovations as the company’s commercial clients in a closed, tai- lored environment. With his help, the Army Analytics Group’s delivery team exceeded Stage 1 delivery require- ments and is expanding the use of artificial intelligence for Army logis- tics and mission command projects built on an original AI solution for sensitive data. Cubba is also a captain in the Navy Reserve, which gives him an up-close view of what national security agencies face every day.

Community convener. Cummings has led this highly successful service- disabled veteran-owned small busi- ness for five years while also serving on ACT-IAC’s Executive Committee. He led the merger of the association’s two major conferences — Manage- ment of Change and the Executive Leadership Conference — into an omnibus event that was a cornerstone of the community in 2018. His efforts
broadened the base of participation by raising the profile of the next gen- eration of leaders in the government technology space.

A healthy dose of cooperation.
Cummings oversees the $9 billion program to deploy DOD’s modern- ized electronic health record, MHS Genesis, to support 9.5 million service members, veterans and their fami- lies. She orchestrated a partnership among DOD, the Department of Vet- erans Affairs and the Coast Guard to adopt the single EHR. Her efforts will maximize the use of shared services and increase MHS Genesis’ capabili- ties by 30 percent, ultimately trans- forming health care delivery for the federal government. After the EHR was deployed to four fielding sites, use of DOD’s and VA’s interoperability tool tripled.
