a good job of securing infrastructure, hackers have mostly shifted their focus to a much easier target: people.

Agencies had a year to implement DMARC, but many were struggling to meet the deadline because they lack funding, staffing and/or expertise. Mandates like
DMARC would be even more helpful if implementation and funding were centralized for all agencies.
Migrating agency resources to the cloud removes massive financial, logistical and resource burdens. When agencies no longer have to manage data center facilities, they can focus on becoming increasingly agile and turn their attention to deploying localized solutions to improve email authentication and protect
their employees from today’s increasingly sophisticated attacks
It is likely that people will be hackers’ primary target for a very long time, but fortunately, modernization efforts are giving agencies the opportunity to shift their cybersecurity focus.
