What’s old is new again inTrump reorg plan
The Trump administration’s plan to restructure the government involves rethinking activities and potentially engaging in a major downsizing of the federal workforce. But it also seeks to capitalize on existing IT, acquisition and shared services.
New guidance issued by the Office of Management and Budget ends the 90-day federal hiring freeze but also establishes a timeline for federal agencies to create plans to streamline their operations and
make them more efficient.
In an April 11 press conference announcing the guidance, OMB Director Mick Mulvaney said it is part of an effort to fulfill President Donald Trump’s cam- paign promise to “drain the swamp” in Washington. Mulvaney said agencies will be expected to make hiring decisions in accordance with Trump’s plans for the budget, which proposes a $54 billion hike in defense spending, increases for the departments of Homeland Security and Veterans Affairs, and cuts to domes-
tic programs and foreign aid.
“What the guidance really does is tell
[agencies], ‘Look to the budget blueprint and fashion your hiring and the paring down of your workforce consistent with the budget,’” Mulvaney said. “The gov- ernment reorg is probably the biggest story that nobody is talking about.”
Agencies are due to report on prelimi- nary plans for finding efficiencies, elimi- nating waste and making hard decisions about program priorities in June, with final plans due in September.
