REINVENTING IT BUDGET- ING. Before last year, the govern- ment had not altered the way it budgets for IT since the Clinger- Cohen Act was passed in 1996. That started to change significantly in 2016, and Morrison was central to those efforts. She brought together CIOs and chief information security officers to rethink the capital plan- ning and investment control process, introduced agencies to technology business management cost estima- tion and led cross-agency efforts to revamp capital planning guidance for the fiscal 2018 budget. One col- league said of Morrison: “She has introduced us all to a new way of thinking.”

WHAT SMART GROWTH LOOKS LIKE. Accenture Federal Services had a busy year, and Mos- kovitz was behind much of it. The firm continued to expand its cyber expertise by closing its acquisition
of Defense Point Security and laying the groundwork to acquire two more firms in the early weeks of 2017. The company brought in new executives with deep intelligence community expertise, and a new digital studio in Washington showcased Accenture’s growing citizen engagement practice. Through it all, Moskovitz found time to support the Partnership for Public
Service’s transition work, serve on ACT-IAC’s Executive Advisory Coun- cil and continue to chair the Center for Employment Opportunities.

SATELLITE DATA FOR THE MASSES. To produce interactive maps of the Earth’s surface, NASA analysts take raw data collected by satellites and then process, order and distribute the information into understandable visualizations. Mur- phy leads the team that collects, measures and transforms that data into a tool that is used by more than 1.5 million members of the science community and the broader public to study long-term environmental and Earth science trends. He also helped oversee NASA’s move to commercial cloud technology to better manage the roughly 20 petabytes of data handled by the agency’s processing centers nationwide.

COACHING FOR ACQUISITION INNOVATION. Newhart led the Digital IT Acquisition Professional training program and helped educate federal employees on the ins and outs of acquisition policy so they can provide better, more efficient services for the government. She
also offered guidance to acquisition professionals on how to improve the way the government conducts busi- ness and how to expand the work- force’s skill set. In addition, Newhart was a force behind the scenes for such acquisition-improving initiatives as category management and the Defense Department’s Section 809 Panel.

SHARED SERVICES LEADER.
While many agencies are still strug- gling to adopt shared services and build productive relationships with the private sector, Newman led the first major migration of a federal shared-services project to a com- mercial provider — IBM — under
a General Services Administration schedule. He oversaw the migration from legacy systems to an automated software-as-a-service solution, and the modernized human resources system now supports hundreds of thousands of VA employees. His precedent-setting work and leader- ship at the VA have prompted other agencies to consult him for guidance.
