CONNECTING VETERANS.
There are more than 20 million mili- tary veterans in the United States, and the VA has sometimes struggled to steer those individuals to the services they’ve earned. Lue came to the VA at the start of 2016 and imme- diately set about modernizing the contact centers that field 140 million calls annually. Nine months later,
the agency launched the MyVA311 platform, which replaced more than 1,000 toll-free numbers with a single access point. Thanks to Lue’s efforts, the VA has dramatically reduced its blocked-call rate while transforming the veteran’s experience.

A CULTURE WARRIOR FOR CYBER. Lynn continues to expand the range of cloud-based services at DOD to improve mission response times while simultaneously cutting costs. The Army general led the establishment of the Joint Force Headquarters-Department of Defense Information Networks with no addi- tional funding by restructuring DISA and taking advantage of commercial solutions. Lynn is also leading DISA’s efforts to create a secure IT system for the new National Background
Investigations Bureau. He has been a driving force in transforming the cybersecurity culture at DISA and across DOD.

PRE-VETTING CYBER SERVICES. Lyublanovits partnered with the Office of Management
and Budget and the Department
of Homeland Security to gather a team of security and acquisition experts to establish a series of Special Item Numbers for Highly Adaptive Cybersecurity Services.
She made possible the methodology to thoroughly evaluate vendors interested in providing those services. In a single month, her team evaluated vendors and ultimately chose 15 — a number that had doubled by the end of the year. As a result, agencies now have quicker, more reliable access to much-needed services.

Today, he manages 45 people and a $90 million budget focused on developing cutting-edge cybersecurity solutions. He has guided more than 40 information security products to market, and as executive director
of DHS’ Silicon Valley Innovation Program, last year he fast-tracked the contracting of new technology projects in as little as 10 days. He also oversaw the launch of the Cyber.gov program to help agencies further improve their cybersecurity posture.
