EIS MAN. Few acquisition projects have greater potential impact than Enterprise Infrastructure Solutions, the $50 billion program to replace Networx and other telecommunica- tions contracts. Horan has served
as EIS contracting officer since the project’s inception, and in 2016, he spearheaded the massively complex solicitation — a marathon evalua- tion process that put EIS on track for award later this year. The thousands of industry questions and tens of millions of discrete price points would overwhelm most people, but as Horan noted, it helps to have been “raised by two Marines who never accepted the concept of quitting.”

TRANSITION LINCHPIN. The transition between administrations is a uniquely complicated process, and it’s critical that agencies continue to deliver on their missions while pre- paring for a smooth handoff. Horne was the linchpin for those efforts in 2016. He coordinated preparations across the government, served as co- chairman of the Agency Transition Directors Council and ensured that all statutory requirements were met. The longtime GSA executive played a similar role in the transition between the Bush and Obama administra- tions, and the experience showed. Staffers from both campaigns, senior
agency employees and White House officials all leaned heavily on Horne throughout 2016.

GROOMING STARTUPS FOR GOVERNMENT. In a year when organizations from 18F to the Pen- tagon sought closer ties with Silicon Valley, few industry power brokers pushed for government engage-
ment harder than Horowitz. His venture capital firm (co-founded
with Netscape creator Marc Andrees- sen) has funded Box, GitHub, Slack and Tanium, among others, and boasts two operating teams that help Andreessen Horowitz’s portfolio companies “go to market” with gov- ernment. In his public advocacy and quiet relationship building, Horowitz has been instrumental in bringing startup technology and talent to bear on agencies’ IT transformation efforts.

THINKING GLOBAL. Jenkins manages the State Department’s largest digital innovation project — modernizing the network of 450 U.S. embassy and consulate websites
in 69 languages and 200 countries. Using responsive design, stakeholder input, user testing, daily sprints
and open-source technology, she
transformed the global infrastruc- ture, design, security and usability
of embassy websites that hadn’t been upgraded in eight years, all within budget and on time. She also advocated that those 450 websites be consolidated into 200. Her approach is strengthening the U.S. govern- ment’s ability to conduct digital pub- lic diplomacy and build relationships worldwide.

ACQUISITION INNOVATOR.
Johnson drove ACT-IAC’s Acquisi- tion of the Future initiative in 2016, serving as the center of activity for
a number of government-led pilot projects that demonstrated the prom- ise of acquisition transformation. Johnson worked to incorporate the program into multiple events and bring it before the Section 809 Panel, which is looking for ways to stream- line and codify acquisition regula- tions at the Defense Department. Her perseverance and organization were indispensable to the success of the initiative as it matured into an ongo- ing community of procurement inno- vation for government and industry.
