FORESIGHT IS 20/20. Gallo played a crucial role in the launch
of the 15-year, $50 billion Enterprise Infrastructure Solutions acquisition, the development of shared telecom expense management capabilities and the creation of the unified Office of Telecommunications Services at GSA. He was also instrumental in the integration of 11 regions and head- quarters into a single national pro- gram. Gallo promoted interagency partnerships early on by organizing and leading Network Services 2020 meetings with executives from over a dozen agencies, and he continues to represent the program through his outreach to other organizations.

THE FRAUD FIGHTER. Garza transformed the IRS’ computer sys- tem, which processes 200 million tax returns annually. Under her leadership, the agency improved the efficiency
of tax return processing using a new e-file system and expanded taxpayer services on IRS.gov. She strengthened IRS cybersecurity and fraud detection capabilities and was instrumental in delivering a highly successful 2016 tax- filing season with zero security-related incidents. Garza also planned and delivered one of the most successful
open-enrollment seasons in the brief history of the Affordable Care Act, enabling 6.4 million Americans to sign up for coverage via the government’s online health insurance exchange.

DEFENDING DODIN. DOD’s networks are some of the biggest cybercrime targets in the world, so defending them is no small job. Yet
in one year, Giangrasso created a framework to segment and reduce the networks’ attack surfaces; led the effort to provide a repeatable, scal- able process that enables network defenders to develop meaningful ana- lytics; and spearheaded development of U.S. Cyber Command’s Defensive Cyber Operations Strategic Guidance and its Sensing Strategy — both of which provide insight into conducting operations in cyberspace. Not bad for someone with no previous experience with the IT community.

WARRIOR RETRAINING. Gid- dens is a key leader for the MyVA program, which is transforming the way VA provides services to veter-
ans. He works tirelessly to promote industry engagement and offers prac- tical myth-busting ideas to help the department modernize its systems. Under his leadership, the $22 billion Transformation Twenty-One Total Technology Next Generation con- tracts for IT solutions were success- fully awarded. Giddens also led the expansion of the Warriors to Work- force Program, which trains veterans to work in all types of acquisition, including IT. Other agencies are now using the VA’s program to help fill their acquisition positions.

CONVERSATION-STARTER. Gil- lis has become a leader on informa- tion sharing between government and the private sector. He spearheaded Palo Alto Networks’ entry into key information-sharing programs with the Department of Homeland Secu- rity, Defense Department and NATO. He also coordinated with U.S. and international law enforcement agen- cies to share information about a $300 million global ransomware campaign, enabling victim notification and pre- ventive countermeasures. Addition- ally, he facilitated dialogue between policymakers and Palo Alto Net- works on high-profile threat discov- eries, including the first instance of Apple-based ransomware. His actions directly informed policy deliberations and law enforcement operations.
