COL Harry R.
Culclasure
Project Manager, Army Enterprise Systems Integration Program, Program Executive Office for Enterprise Information Systems
U.S. Army
REINVENTING ERP. Culclasure oversees 11 programs valued at $10 billion, including two of the Army’s largest and most complex enterprise resource planning programs: the Global Combat Support System-Army and the Logistics Modernization Pro- gram. Under his leadership, the Army’s ERP systems now simplify operations, optimize processes and provide lead- ers at all levels with an accurate enter- prise view of business information to improve decision-making and planning capabilities. Culclasure’s commitment to reducing costs was evident in his development and implementation of a business process re-engineering effort that resulted in $43 million in cost avoidance, the retirement of 18 legacy systems and a $2 billion reduction in inventory costs.
Patricia A. Davis-
Muffett
Senior Leader, Global Public Sector Marketing
Amazon Web Services
THE CLOUD COACH. Davis- Muffett’s job is to build awareness
of AWS’ offerings for government customers, but her work in the federal space extends far beyond simply pro- moting her employer. She is an evange- list for the government’s use of cloud technology in general and has worked
across the community to educate agencies on realistic adoption models and the intricacies of the Federal Risk and Authorization Management Pro- gram. By educating all comers on what cloud migration takes and connecting the curious with proven innovators at all levels of government, Davis-Muffett has gone a long way toward making “cloud first” a practical reality.
Mark T. Dertzbaugh
Director of Business Plans and Programs, U.S. Army Medical Research Institute of Infectious Diseases
Department of the Army
BIOLOGICAL COMBAT. Dertz- baugh played a critical role in provid- ing rapid-response information and project management support during the Ebola outbreak in West Africa. Under his leadership, the Biodefense Laboratory Management System pro- vided a mechanism by which resourc- es could be tracked and managed within USAMRIID in order to identify potential bottlenecks and mitigate their impact on getting the technical information to the people who needed it, thereby preventing the spread of the disease and saving lives. Dertzbaugh’s expertise and ability to work in a com- plex, crisis environment contributed significantly to the successful response to the Ebola outbreak.
Mittal Desai
Chief Information Security Officer
Federal Energy Regulatory Commission
DEFINING DATA PROTECTION.
Under Desai’s guidance, FERC
became one of the first agencies to develop an information protection policy, which now helps the com- mission secure 2 petabytes of data. Desai also leads FERC’s Informa- tion Governance initiative, which evaluates the sensitivity of data and creates policies for labeling, storing, sharing and protecting it. Officials at the National Archives and Records Administration were so impressed that they are using the initiative as
a model for providing guidance to other agencies. In addition, Desai is helping to groom the next crop of federal IT workers through leader- ship roles in the Young AFCEANs and ACT-IAC’s Voyagers Program.
Col. Marc DiPaolo
Chief of Innovation Mainstreaming, Enterprise Innovation Office
National Geospatial-Intelligence Agency
INGRAINING INNOVATION.
DiPaolo is responsible for incubating innovation from industry and NGA’s workforce alike. His top priority is speeding acquisition and product devel- opment to make innovation a habit. To that end, the U.S. Air Force officer led NGA to sponsor a series of hackathons and challenges. His first Challenge.gov contest drew responses from startups, universities and individuals, proving that outreach to nontraditional part- ners can deliver new options to NGA. DiPaolo also has grown a network of nearly 2,000 technology companies
to make it easier for innovative ideas and new capabilities to reach NGA’s decision-makers.
