FCC revamps comment system
The Federal Communications Com- mission plans to complete its move to a cloud-based comment system by the end of the month.
The new Electronic Comment Fil- ing System has already been avail- able online in beta, and FCC plans to have completely transitioned to the new system by late June, wrote Alison Kutler, chief of the agency’s Consumer and Governmental Affairs Bureau, and CIO David Bray in a June 1 blog post.

“In 1996, when ECFS was first cre- ated, it simply replicated the process of filing comments on paper,” they added, but since then, the comment volume has increased, and outside organizations have come to expect easier access to government data.
The system will run on Amazon Web Services’ cloud computing plat- form, which offers rapid scalability should a comment surge hit FCC. It also incorporates a public application programming interface so that exter- nal groups can submit comments in large batches.
The final move to a modernized commenting system comes on the heels of FCC’s massive push to move all its servers off premises. The slight- ly delayed transition was ultimately a success, Bray said in a September 2015 internal email message.
The Army is setting up a new director- ate to oversee cybersecurity and elec- tronic warfare, and Brig. Gen. Patricia Frost, former deputy commander for operations at Army Cyber Command, will lead it. The directorate is expected to have full operational capability later this summer.

CIO to lead that charge.
The two-pronged push will support the modernization of applications that underpin the nascent National Back- ground Investigations Bureau and those integral to OPM’s retirement

The next OPM CIO will also be
charged with protecting an agency whose shoddy cybersecurity enabled the 2015 breach of the personal data of more than 20 million federal employees.
Kymm McCabe, founder of Value Storm Growth Partners and former ASI Government CEO, has joined Deloitte, where she will focus on the firm’s digital practice with the federal government. She told FCW her primary goal is “help- ing to engage with the clients...to devel- op and execute solutions to try to bring their organizations and their missions into the digital space.”
