Agile fixer. When the botched launch of HealthCare.gov threatened to derail the Affordable Care Act, Yu was part of the team of tech wizards that came to the res- cue. He worked with the Centers for Medi- care and Medicaid Services to decrease the site’s response times and replaced the identity management system, the culprit behind most of the site’s issues. The new Scalable Login System operates smoothly and saves the government millions in annual maintenance costs. In addition to his continued work on HealthCare.gov, Yu co-founded Nava as a public benefit corpo- ration that seeks to continue modernizing government IT through innovation and agile development.

Award manager. Zawatsky solicited and synthesized user feedback to shape the government’s next-generation platform for managing grants and other awards — the Integrated Award Environment. Consensus is not easy to achieve when more than 3 million employees of federal, state and local governments; Congress; and businesses large and small rely on IAE to manage their grants. But by harnessing online and in- person focus groups, Zawatsky helped cre- ate a system that works for everyone. Her success prompted officials to ask her to take on the newly created role of MAS trans- formation program manager at the Federal Acquisition Service earlier this year.
Children’s champion. Wolfhope leads
DHS’ Child Exploitation Image Analytics program. She uses algorithms and forensic image analysis from seized child sexual abuse videos and still photos and data
to detect and recognize faces for further forensic analysis. She and her team support more than 18,000 federal, state and local law enforcement agencies in their efforts
to find imperiled children through the tens of millions of child exploitation images they collect each year. Her groundbreak- ing work has helped identify and rescue 350 children, and her passion is fueled by her own experience with almost losing her daughter to a would-be abductor.

Scaling and saving. Womack has pushed the cloud services envelope at Treasury. Most recently, he helped move the IT architecture for the department’s public web presence to a cloud-based model where sites such as USAspending.gov and Treasury.gov now live. As his department helped lead the way on agency-to-agency everything-as-a-service offerings, Womack championed the Workplace.gov Commu- nity Cloud. In 2015, WC2 added FISMA Moderate accreditation capabilities. His work has resulted in dramatic reductions in the time to deployment for Treasury’s XaaS customers. The embrace of cloud technol- ogy, aided by Womack’s focus on reusabil- ity and on-demand scaling, has saved the department millions in cost avoidance.
