The data nerds’ evangelist. Meisel has been the Census Bureau’s chief market- ing officer — the agency’s first — only since October 2015, but he’s been work- ing as a Census evangelist since his Presidential Innovation Fellow posting there in 2014. Meisel worked on the open-source CitySDK, a software devel- opment kit/JavaScript library that seeks to connect public users more intuitively with the Census data they use the most. He also helped accelerate the bureau’s adoption of agile development as he shepherded the award-winning project to launch in a mere 12 weeks.

DOD’s great unifier. JRSS provides cyber- security for hardware and software on DOD’s regional networks and is a critical component of the department’s transi-
tion to the Joint Information Environ- ment. However, there were about 1,000 distinct entry points for DOD networks,
so Metz unified a team of people who do not normally work together to bring that number down to 50. The consolidation will save money, reduce DOD’s IT complexity and enhance the department’s security by reducing the number of targets for a poten- tial cyber breach.

IT’s outside perspective. In addition to his legal practice, Metzger serves as vice chair of the IT Alliance for Public Sector’s Cyber/Supply Chain Assurance Com- mittee, where he helps industry respond to government guidance and regulatory actions. He brings a deep understanding of the statutes and legal underpinnings of those efforts, combined with an ability to
integrate policy, regulation and technology, and he has helped industry have a voice in those deliberations. In 2015, he was at the forefront of the convergence of the supply chain and cybersecurity, and his work con- tinues to influence the strategies of federal entities and companies alike.

Cloud wrangler. When the FCC moved data from 200 onsite servers to a com- mercial data cloud in 2015, Millican ensured that one of the biggest federal IT projects of the year went smoothly. She kept employees in the loop with training sessions and video tutorials so they knew what to expect when their work moved to the cloud. She also organized open houses to connect everyone at the FCC with the IT team. CIO David Bray said Millican brought a scientific approach to user- centric design and is “a true change agent for public good.”

Firewalling for the future. Morrison leads a global organization that provides IT sup- port to the Army and coalition partners. He has been the driving force behind the modernization of Army networks, includ- ing setting the strategic and tactical conditions necessary for the service to implement the Defense Department’s Joint Information Environment. He has also been the key leader in the Army’s imple- mentation of the Joint Regional Security Stacks initiative, which has resulted in
the migration of key military installations and thousands of users to a more secure, standards-based, network architecture with a reduced attack surface and dramati- cally enhanced cybersecurity.
