Securing the supply chain. Davidson led the development of a three-part international standard to ensure the quality, security
and integrity of the IT supply chain. He said his biggest challenge was convinc-
ing people that the money saved in inferior products was not worth the drop in qual-
ity and security. Thanks to his efforts, ISO standards now include an updated definition of security, with additional considerations for supply chain risk management. Davidson also helped the Department of Homeland Security and National Security Agency build a new plan for the Cybersecurity Centers of Academic Excellence that cultivates stron- ger industry and academic participation.
Monitoring as a Service BPA. CDM was center stage in 2015, and Donahoo juggled more than a dozen contracting teams as she evaluated proposals and translated daunting lists of requirements into contract language. And colleagues noted that she consistently did it all with technical acumen, grace and humor.

IT consolidator. Dunlap has a lot on his plate, including a portfolio of more than
30 IT capabilities for the Navy’s Human Resource Management Defense Business Systems. But he has also solved signifi- cant contracting issues by creating new approaches that engage small companies to produce cutting-edge IT solutions. Other efforts in 2015 resulted in cost sav- ings and cross-domain efficiency, a key portfolio management goal. And his system consolidation cost model did not simply reduce sustainment costs — it eliminated expenses for antiquated systems, saving the Navy $5 million annually while mod- ernizing human resource capabilities.

The SCADA evangelist. The threat of hack- ers taking down critical infrastructure
— from the power grid to water treatment plants — is growing, but Edwards and ICS-CERT worked hard in 2015 to spread awareness of specific threats. Faced with remote access Trojans Havex and Black- Energy in particular, Edwards helped craft clear response guidelines for industry to manage and guard against the malware. He took the message on the road by hold- ing classified briefings with hundreds of stakeholders to steel the United States’ critical infrastructure against attacks by increasingly sophisticated adversaries.
