CIO shuffle: Senior tech leaders detailed to OPM, OMB
The Department of Homeland Secu- rity’s deputy CIO and the federal dep- uty CIO will temporarily fill top IT management positions outside their agencies to help the Office of Person- nel Management.
Lisa Schlosser, currently deputy federal CIO and deputy administra- tor of the Office of Management and Budget’s Office of E-Government and Information Technology, has been provisionally detailed to OPM. She will serve as acting CIO and a senior adviser to Acting Director Beth Cobert until OPM finds a permanent CIO, according to an internal memo from DHS Deputy Undersecretary for Management Chip Fulghum that was obtained by FCW.
In turn, DHS Deputy CIO Margie Graves has been detailed to OMB to fill Schlosser’s job on a temporary basis. Jeanne Etzel, executive direc- tor of DHS’ NextGen Enterprise Com- puting Services contracting effort, will serve as DHS’ deputy CIO in Graves’ absence, according to the memo.

of embattled OPM CIO Donna Sey- mour in February. She stepped down in the aftermath of the breach at the agency that exposed the personal data of more than 22 million Americans.
In a farewell email message to col- leagues, Seymour called her resigna- tion a very tough decision but said it was “in the agency’s best interest that my presence does not distract” from official business.
U.S. officials say the OPM breach,
which occurred via contractor Key- Point Government Solutions, taught them a lesson about secure iden- tity management. Before OPM and the Defense Department awarded a $133 million contract to Identity Theft Guard Solutions for victims of the breach, an interagency group helped draw up tighter security requirements for the data the contractor will hold.
