FCW receives hundreds of nominations for the Federal 100, and an independent panel of judges reviews every one to identify the most worthy winners each year. The experts, many of them past winners themselves, are the Federal 100’s “secret sauce,” and FCW is grateful for their time and expertise. This year’s panel is profiled below.
DAVID DeVRIES
Principal Deputy Chief Information Officer
Defense Department
DeVries has been part of the DOD CIO’s office since 2009, when he was named the deputy CIO for information enter- prise. He stepped into the principal deputy CIO post on an acting basis in May 2014 and permanently assumed the role in March 2015. A 2012 Federal 100 winner, DeVries has also held a number of IT leadership positions in the Army and is a graduate of the U.S. Military Academy.
LT. GEN. ROBERT FERRELL

Ferrell rose to the rank of sergeant before being commis- sioned as an Army Signal Corps officer in 1983. He has been deployed to Bosnia and Iraq and has commanded at every level from platoon to major subordinate command. Among many other decorations, Ferrell has earned the Defense Superior Service Medal and the Bronze Star. He took over as the Army CIO in December 2013.
MARGIE GRAVES

Graves has been a Department of Homeland Security executive almost since that agency’s creation. She was named deputy CIO in September 2008 and served as acting CIO for a good portion of 2013 — work that earned her a 2014 Federal 100 award. In March, Graves moved to OMB on a temporary detail to replace Lisa Schlosser, who in turn left OMB for a temporary detail at the Office of Personnel Management.

McClure, who won the government Eagle award in 2012, was associate administrator of the General Services Admin- istration’s Office of Citizen Services and Innovative Tech- nologies until 2014. Before GSA, he was Gartner’s manag- ing vice president for government research, and he also
spent 18 years at the Government Accountability Office, where he conducted wide-ranging reviews of major systems development. At Veris Group, he works closely with federal and state agencies to implement cloud strategies that can improve mission results.

As OFPP administrator, Rung has aggressively pushed for category management, strategic sourcing and other acqui- sition reforms. She also served at the General Services Administration, as associate administrator of government- wide policy and chief acquisition officer, and at the Com- merce Department, where she won a 2012 Federal 100 award for her work as senior director of administration. Before joining the federal executive branch, Rung worked for the state of Pennsylvania and the Democratic Leader- ship Council.
TONY SCOTT

Scott became federal CIO in early 2015. Prior to his posi- tion at the White House, he led the global information technology group at VMware. Before that, he was CIO at Microsoft and the Walt Disney Company and CTO of infor- mation systems and services at General Motors.

Wennergren, who won FCW’s Eagle award in 2007, has chaired Federal 100 judging several times. He moved to the private sector in 2013 and now leads PSC’s technology policy efforts. His long career at the Defense Department includes serving as the deputy CIO and as the Department of the Navy’s CIO. He is a past vice chairman of the CIO Council and has served on multiple Eagle award judging panels.
