Acting Office of Personnel Manage- ment Director Beth Cobert has named leaders for a transition team to help create the new National Background Investigations Bureau. James Onusko will lead the effort, which will draw on investigative, security, change man- agement and IT experts from several government agencies.
Onusko has been the Department of Veterans Affairs’ executive direc- tor for personnel security and identi- ty management since December 2013. His deputy will be Christy Wilder, a former OPM employee who is return- ing to the agency from the Office of the Director of National Intelligence’s Office of Legislative Affairs.
Also on the team are Tori Gold from the Bureau of Alcohol, Tobacco, Firearms and Explosives and Laura Duke from the Office of Management and Budget. Current OPM employees Curtis Mejeur, the Federal Investiga- tive Services’ IT program manager, and Mark Sherwin, FIS’ deputy associate director, will also play major roles on the team, Cobert said.
She added that Dean Hunter, OPM’s director of facilities, security and con- tracting, will lead a parallel process within OPM to complement the tran- sition team’s governmentwide work.
The Obama administration announced plans to create the bureau in January as part of its continuing efforts to address shortcomings that surfaced in the wake of the OPM data breach that compromised personal information on more than 22 million individuals.
John Edwards, an IT professional with government and private-sector experience, has succeeded Doug Wolfe as the CIA’s CIO. Spokesman Ryan Tra- pani said Wolfe had moved to another senior position within the agency.
A CIA veteran with more than 30 years of agency experience, Wolfe helped steer the intelligence commu-
nity toward greater adoption of cloud computing. The $600 million, CIA-run cloud that Amazon Web Services built for the 17 agencies in the intelligence community came online during his tenure.
Edwards has 20 years’ experience in the intelligence community, including nearly 15 overseeing technical opera- tions and engineering support at the
grated Technology Services. Zielinski will work with the ITS
acquisition group, 18F, Office of Gov- ernmentwide Policy and Assisted Acquisition Services to ensure that category management solutions are meeting the needs of federal agencies.
As director of the Office of Strategic Programs, Zielinski oversees the Soft- ware Center of Excellence, USAccess, federal public-key infrastructure initia- tives, cybersecurity services, the Cloud Program Management Office and ITS’ Center for GWAC Programs.
His deep background in managing IT in the federal environment includes a stint as the acting unit chief for agency oversight in the Office of the Federal CIO at the Office of Management and Budget, where he oversaw the govern- ment’s Information Technology Capi- tal Planning and Investment Control process on behalf of the federal CIO.
GSA’s 18F is looking to fill two new leadership positions: director of chap- ters and director of custom partner solutions, according to a blog post by Jamie Albrecht, who leads 18F’s hir- ing efforts.
The director of chapters is a man- agement role that oversees about half of 18F’s staff. “We’re looking for some- one who can simultaneously motivate folks to do great work and support the strategic needs of 18F, enabling our team to deliver value to our partners and the public,” Albrecht wrote.
18F’s staff is organized into five chapters based on skills: engineer- ing, design, products, acquisition and change strategy.
The director of custom partner solutions will lead one of five busi- ness units that work with agencies to deploy tools and services. The director will work with other federal agencies to improve their public-facing interac- tions and make sure 18F can deliver the solutions.

The General Services Administra- tion has given Bill Zielinski a dou- ble-barreled title — director of the Office of Strategic Programs and IT category executive — to go along with his diverse duties in fine-tuning the agency’s IT solutions under its cat- egory management plans.
As IT category executive, Zielinski will oversee hardware, software, tele- communications, IT services/consult- ing, cyber category teams and the solu- tions that fall within those categories at GSA’s Federal Acquisition Service, according to Mary Davie, assistant commissioner of GSA’s Office of Inte-
